I didn't try to run other sound application but it looks you are right, see 
below.

Yes, I agree that ALSA is supposed to save it's settings somewhere.
I have just tried to set 96000 then rebooted but the speed is 48000.
I could even use OSS's 'savemixer' but no joy.
ALSA people forgot to work for sampling rate rather than default 48000 :-)

I think this was caused by the init sequence of alsa during the boot.
I will let alsa not come up in boot sequence and see what happens.
Maybe the result will be tomorrow....

One more thing to remind:

There is "numid=41" options in "amixer" which seems to be the value for 
EEPROM of the card.
